Ban, Vampires and Fleeing

If a normal model breaks due to a fear test, the model causing that test gets a free hack and the attack is lethal. Ouch!

Does this apply to a vampire that is banned? Or would the free hack have to be made by someone with Holy Water, Fire or Stakes? Would stakes even work in this situation?

To perform a lethal attack, the attack type MUST be one that could possibly slay the creature. A free hack is a single action so using a stake wouldn't work as it requires two actions. In the upcoming KTMH book, there is a special ability for using stakes in more efficient way like in certain TV shows.
