I see lots of rules for Ranged Combat and Cover. Is there a rule for how cover affects Melee Combat? Like fighting over a low wall.

There is a +1 bonus for defending an obstacle.

Does this bonus also apply when standing inside, but at the edge of woods? Like this: Would red get a +1 bonus for defending the woods in melee with blue?

In theory you would ... I tend to take the view that unless the cover is made for fighting behind then any intervening cover would actually be as beneficial for both sides to be honest unless the attacker was trying to climb move over the cover.

If you are behind a low tree stump, a boulder or a tree trunk, yes. It counts as defending an obstacle. If you are behind a bush, it doesn't count.
But if it is big enough to hide you, you DO get an Ambush bonus on your first attack when you pop out of it Andrea
