The only reference to this ability outside of the army builder that I could find was on Page 13, under the Heavy Machine Gun entry. It states:
"Lethal against soft (non-armored) targets."
What does this include, exactly? Is this soft- skinned vehicles, models without body armor or both?

Very interesting question if "Lethal against soft target" is applicable to soft-skinned veihicles.

It's Rich not Rick It was a reference to 'soft' as opposed to armoured 'figures' not vehicles ... the term 'soft' was used to set up stuff in supplements, mainly near future and sci-fi where the soft target may be a type of plant/alien etc etc.

Would a model with the Body Armor Special Ability still be considered a soft target?

Pier - no worries Chris - In the core rules - yes In the supplements (like the Afghan one) then Combat Body Armour (flak jacket) - YES EBA - Enhanced Body Armour (like the ceramic plate Osprey Brit armour) - NO Only because in the supplements the way hard cover and body armour works has been 'tweaked' to make it more 'realistic' for historical stuff (opposed to 'pulp', manga type action etc).
