The special ability "Stealth" states that a model can not be targeted by an attack.
How does Stealth interact with "speculative" fire?

Can't be targeted unless spotted ... I think it depends on who you play with about the speculative fire bit. Pedantic wise with the rules you could shoot at a stealthy figure at -3 for speculative fire. In our games we play there has to be a reason for doing so, so a guard outside a villa will not just speculative fire the garden where a ninja is successfully stealthing BUT a special ops operator bursting into a room where it is believed the ninja assassin is can spray the area with the -3 modifier.
BUT rule wise in the core rules you can use the -3 modifier.

Still a bit confused.
Is the -3 modifier applied before and/or after a model is "spotted"?
More questions about stealth in other threads. I prefer descriptive thread names so others can find the answers without going through dozens of threads with titles like "a few questions".

Check to spot - if you don't spot them you can only fire on them with -3
