It'd better be, otherwise Gregarious is largely pointless. Only leaders can issue group orders so nearly everyone would get the leader bonus on group activation anyway so if Gregarious wasn't cumulative with that there'd be little point in the rule.

Bob there are group activations that do not require a Leader. One example is Shieldwall. Anyway, in general play, you are right.

Another example is bashing down doors as a cooperative effort as explained in SGD.
Actually the way shieldwall is written in the book does NOT make 100% clear you don't need a leader. My bad.
The reasoning is that historically soldiers would adopt a shieldwall (in generic terms, Greek hoplitic phalanx or Roman Legionnaire locking shields is pretty much the same idea) as a default tactic and wouldn't need to be ordered to do so.
I have revised the shieldwall text in the upcoming new edition of SAM and will do the same in SWW. The new edition of SBH will also mention it as an example of group actions not requiring leader order.

I'm using gregarious as a "Drilled" bonus for my Late Romans trolling about in Britannia. They are as littles rockes, so fast do they move!
