Can handcuffed figure be released from his handcuffs? Does it take one action to handcuff a figure to a post/fence, and can a friendly figure release the handcuffed figure from this state as well?

Again we just put in generic handcuffs ... you could classify them into lots of different types so it depends on the genre. Obviously if they are of the 'key' type they could be unlocked with the key. If they are more of the plastic wire type they have to be cut off etc.
It takes an action to cuff them - what do is up to you and the terrain nearby.
Releasing a friend from cuffs would be a 'task' and the category of task (how your quality is effected) would depend on the type of cuffs. Plastic and a unhassled friend with a knife would be easy ... metal key cuffs would need the chain to be split and would be harder etc.
I see it as being scenario driven or if one force has cuffs decide before the game the parameters of them using the above as a guideline ... this is an area which will be expanded on in supplements for police/gangster action etc.
My intention with the rules though was to allow anyone to play any genre they like at a basic level and then people interested only in very specific genre will be able to tweak them or get the supplement when it appears. BUT the intention is most things can be covered by the stats and rules in the core rules to a decent degree without having to buy anything else.

When I played a cop/pulp scenario, we ruled that they were standard stainless steel "key" cuffs used by police here, and couldn't be broken without a long task and a metal disc cutter (I don't know the name in English-- you know, the electrical buzzsaw cutters) so we rules that they just can't be broken in an average scenario. Otherwise, the task system is your friend here...
For all these questions, 5 minutes of wikipedia and google can tell you a lot. Especially for police equipment, there's plenty of data available so you can easily stat up vehicles and other equipment. Also browse the sites that sell police equipment, they have plenty of descriptions that you can consider accurate at least from a game play point of view :-)
